Hard to say. Maybe. Maybe not. Serial numbers before 80 or so didn't follow that pattern, so is it an 81 or a pre-80? I don't know any way to find out.

Serial numbers are pretty reliable dating once you get into the Phoenixes and that period, but earlier than that it gets dicey. Also, the first-digit = year thing seems to be a feature of Matsumoku guitars. Outlaws were (we think) made by Terada, so they might well not floow that pattern- unless they did so as a nod to SLM practices, which is possible.

So the answer is: we don't know. I wouldn't assume so, but it's possible.

we had a member who had a Outlaw x-610 or x-620 bass that they purchased new in '78 and it had a number starting with a "1" so I do not believe they followed any standard...
