Electra came up as a possible due to the wave headstock but I initially poo-pooed the suggestions. Anyone care to weigh in? I'm still thinking it is not Electra.

I feel pretty safe saying it's not an Electra. Not sure exactly what it is except - as you said - an odd duck.

I answered over there, but copying here...

the Hofner beatle bass had the wave style headstock. the first Electra use of the wave headstock was on the PCM Beatle Bass copy.
SLM also had a wave headstock on an Appollo branded guitar in the 60's.
Also, the Phoenix headstock shape is nearly identical to the SLM distributed Custom Kraft brand from the 60's...
