 Post subject: Refret or Not?

On this 2257 I'm restoring. I'm used to jumbo-fret Strat necks. These feel really low and the first 3 have obvious wear grooves. Is there a height number I can check with the micrometer?

My luthier told me if the grooves are 1/3 of the fret thickness, they should be replaced. He does work for some Nashville heavyweights, and they don't hesitate to replace worn frets.
